<\/figure>\n<\/div><\/div>\n<\/div>\n\n\n\nLas asociaciones hicieron una presentaci\u00f3n y expusieron sus preocupaciones entre las que se encuentran la inseguridad, la desigualdad social, escasez de oferta educativa, aumento de los delitos sexuales, gentrificaci\u00f3n, eventos masivos clandestinos, falta de planificaci\u00f3n vial, trabajo en condici\u00f3n de ilegalidad.<\/p>\n<\/div>\n<\/div>\n\n\n\n
Waterkeeper resalt\u00f3 la gran problem\u00e1tica en materia de vertido de residuos s\u00f3lidos, contaminaci\u00f3n de agua e invasi\u00f3n de quebradas: tan solo el 50% de las denuncias se atienden. <\/p>\n\n\n\n
En cuanto a protecci\u00f3n de h\u00e1bitats, la situaci\u00f3n tambi\u00e9n es preocupante ya que el desarrollo inmobiliario sin planificaci\u00f3n ha hecho que se pierdan grandes \u00e1reas de bosque produciendo una fragmentaci\u00f3n de h\u00e1bitats que hacen que animales sufran accidentes en la mayor\u00eda de casos mortales. Esto adem\u00e1s, provoca cambios en el suelo, que queda m\u00e1s propenso a deslizamientos y desertizaci\u00f3n y se va cambiando el paisaje natural, principal atractivo de la zona. <\/p>\n\n\n\n
Otra de las grandes preocupaciones es el ordenamiento territorial: \u201cExiste una actitud de pagar la multa en lugar de hacer las cosas bien desde el principio\u201d sentencian. <\/p>\n\n\n\n
En el distrito de C\u00f3bano hay once planes reguladores costeros y las organizaciones denuncian que se han hecho rectificaciones sin asesoramiento ambiental, econ\u00f3mico y social y que no hay un plan a nivel de distrito. Hay una ausencia de visi\u00f3n conjunta que incluya la zona mar\u00edtimo-terrestre en su conjunto, la parte continental y que adem\u00e1s, incluya la participaci\u00f3n ciudadana as\u00ed como se comparta informaci\u00f3n clara sobre viabilidad ambiental. \u00bfQui\u00e9n certifica la calidad de los datos para hacer modificaciones? Se lamentan de que no hay bi\u00f3logos o urbanistas implicados en el proceso. <\/p>\n\n\n\n
Se apunta directamente a faltas del Concejo de Distrito de C\u00f3bano en tema de controles y fiscalizaci\u00f3n de obras constructivas, movimientos de tierras y cambio de uso de suelo y falta de controles ante abusos evidentes en Zona Mar\u00edtimo-Terrestre. <\/p>\n\n\n\n
Fuerza P\u00fablica explica que hay un ambiente de impunidad que hace que muchas v\u00edctimas no lleguen a poner denuncias y que incluso en ocasiones se hacen reportes entre las asociaciones pero estos no llegan a las instituciones, lo que hace que las estad\u00edsticas no reflejen la realidad. Don Allan Obando se muestra optimista y anuncia la destinaci\u00f3n de m\u00e1s efectivos a la zona durante el 2024 y la construcci\u00f3n de nuevas delegaciones en C\u00f3bano y en Santa Teresa. <\/p>\n<\/div>\n\n\n\n

<\/figure>\n<\/div><\/div>\n<\/div>\n\n\n\nLas posibles soluciones que se proponen incluyen invertir en infraestructura, m\u00e1s plazas para funcionarios, mapeo y declaraci\u00f3n de zonas boscosas de manera precautoria, reforestaciones, destinar presupuesto a las asociaciones, que existan aportaciones privadas, oferta de educaci\u00f3n superior en la zona, apelar a la responsabilidad social de las empresas, capacitar en turismo regenerativo y mayor control y fiscalizaci\u00f3n de incumplimientos. <\/p>\n\n\n\n
Terminada la presentaci\u00f3n de las asociaciones, los diputados se dirigieron a almorzar en The Bakery, punto desde el que pudieron observar algunas de las situaciones explicadas en la presentaci\u00f3n. Despu\u00e9s, junto con Fuerza P\u00fablica y los representantes de las asociaciones se dirigieron a ver algunos lugares importantes de la comunidad: <\/p>\n\n\n\n
-Quebrada Danta: una de las m\u00e1s contaminadas .<\/p>\n\n\n\n
-Sal\u00f3n Comunal de Santa Teresa: los diputados pudieron ver como el techo del recinto, gestionado por la municipalidad, se hundi\u00f3 debido a la falta total de mantenimiento y cuidado. La ADI MP-ST inform\u00f3 de que lleva cuatro a\u00f1os tras el proyecto de administraci\u00f3n del sal\u00f3n comunal, pero para poder hacerlo necesitan que La Intendencia de C\u00f3bano publique el reglamento de cesi\u00f3n.\u00a0<\/p>\n\n\n\n
-Sendero de El Pe\u00f1\u00f3n: se trata de un sendero que estaba borrado y abandonado y que la comunidad ha recuperado. Se explic\u00f3 a los diputados la existencia de zonas p\u00fablicas de la playa o de acceso que est\u00e1n invadidas por propiedades privadas y negocios, ante lo cual se mostraron muy sorprendidos. <\/p>\n\n\n\n
-Playa Hermosa y Manzanillo: en estos puntos se explica a los diputados que el humedal del parqueo norte de Hermosa se est\u00e1 viendo amenazado por un proyecto de construcci\u00f3n de un restaurante, como la calle costera de Hermosa a Manzanillo transcurre por Patrimonio Natural del Estado y que la recientemente asfaltada calle de Manzanillo se encuentra en la zona inalienable de la costa. <\/p>\n\n\n\n

<\/figure><\/li><\/ul><\/a><\/a><\/a><\/div><\/div><\/div>\n\n\n\nDespu\u00e9s del tour, en la noche, se celebr\u00f3 una \u00faltima reuni\u00f3n a la que tambi\u00e9n acudi\u00f3 Ana Cristina Quir\u00f3s, Coordinadora de Zona Mar\u00edtimo-terrestre, en representaci\u00f3n de la Intendencia ya que el Intendente Favio L\u00f3pez no pudo acudir. <\/p>\n\n\n\n
La diputada Carolina Delgado resumi\u00f3 en tres puntos lo que m\u00e1s hab\u00eda llamado su atenci\u00f3n:<\/p>\n\n\n\n
- \n
- Asuntos de seguridad.<\/li>\n\n\n\n
- Le preocupa que haya un desarrollo urbano sin planificaci\u00f3n y sin servicios e infraestructura. Resalta su sorpresa ante los parches de asfaltado y la ausencia de alcantarillado y aceras. <\/li>\n\n\n\n
- Hay planes reguladores que no cuentan con an\u00e1lisis sociales y ambientales necesarios. <\/li>\n<\/ol>\n\n\n\n
Menciona que parece que la Intendencia est\u00e1 ajena a los problemas y que eso afecta al desarrollo de la comunidad. <\/p>\n\n\n\n
\n\nEl diputado Segura, por su parte, defiende que el desarrollo debe ser sostenible y apunta a la importancia del cantonato en C\u00f3bano.\u00a0<\/p>\n\n\n\n
El diputado Vargas cree importante priorizar y que tanto la comunidad est\u00e9 enterada de c\u00f3mo funcionan los procesos de toma de decisiones as\u00ed como los jerarcas necesitan estar al tanto de lo que ocurre, ver la realidad. Se\u00f1ala la urgencia de promover acciones con el Sal\u00f3n Comunal de Santa Teresa.\u00a0<\/p>\n\n\n\n
Los tres diputados coinciden en lo importante que es la existencia de ACOT y proponen la creaci\u00f3n de un plan de acci\u00f3n y presionar para que se lleve a cabo.\u00a0<\/p>\n<\/div>\n\n\n\n

<\/figure>\n<\/div><\/div>\n<\/div>\n\n\n\nEn su breve intervenci\u00f3n, Do\u00f1a Ana Cristina Quir\u00f3s elogia la acci\u00f3n y organizaci\u00f3n de las asociaciones comunales y explica que por depender de Puntarenas, existe una limitaci\u00f3n presupuestaria que les impide ejecutar correctamente. Defiende un desarrollo sostenible social, econ\u00f3mica y ambientalmente a la vez que se muestra anuente a crear una mesa de trabajo que perdure ante un posible cambio de gobierno. <\/p>\n\n\n\n
Al terminar la jornada, las asociaciones se muestran esperanzadas pero sabiendo que hay mucho trabajo por delante y realmente esperan que esta visita haya servido para que las realidades que se viven aqu\u00ed y en muchas \u00e1reas costeras del pa\u00eds se hagan visibles en la GAM y en los despachos del gobierno central y se traduzca en soluciones. <\/p>\n\n\n\n

\n\n\n\nDeputies visit the district of C\u00f3bano<\/strong><\/p>\n\n\n\n
On Friday, November 10, three deputies from the Special Permanent Commission for Tourism visited the district of C\u00f3bano as a result of the request by ACOT (Community Alliance for Territorial Planning). Additionally, on October 24, the Commission received representatives from ACOT in San Jos\u00e9 to present the community’s concerns (you can watch said hearing here<\/a>).<\/p>\n\n\n\n
The attending deputies were Mrs. Carolina Delgado Ram\u00edrez (President of the Commission), Mr. Luis Diego Vargas Rodr\u00edguez (Secretary of the Commission) and Mr. David Lorenzo Segura Gamboa. They arrived early in the morning directly to the Mal Pa\u00eds Public School where representatives of the associations that make up the ACOT received them: ADI (Development Association of Mal Pa\u00eds and Santa Teresa), ACH (Civic Association of Hermosa), CATUZA (Chamber of Tourism of the Blue Zone), COVIRENA, Nicoya Peninsula Waterkeeper and Somos Congos and also the regional director of Fuerza P\u00fablica Mr. Allan Obando.<\/p>\n\n\n\n
Before beginning the tour of the area, the associations made a presentation and explained their concerns, including insecurity, social inequality, lack of educational offer, increase in sexual crimes, gentrification, massive clandestine events, lack of planning road, and work in illegal conditions.<\/p>\n\n\n\n
Waterkeeper highlighted the great problem regarding the dumping of solid waste, water pollution and invasion of streams: only 50% of complaints are attended.<\/p>\n\n\n\n
In terms of habitat protection, the situation is also worrying since unplanned real estate development has caused large areas of forest to be lost, producing habitat fragmentation that causes animals to suffer accidents, in most cases fatal. This also causes changes in the soil, which becomes more prone to landslides and desertification and changes the natural landscape, the main attraction of the area.<\/p>\n\n\n\n
Another major concern is territorial planning: \u201cThere is an attitude of paying the fine instead of doing things right from the beginning,\u201d they say.<\/p>\n\n\n\n
In the district of C\u00f3bano there are eleven coastal regulatory plans and the organizations denounce that rectifications have been made without environmental, economic and social advice and that there is no plan at the district level. There is an absence of a joint vision that includes the maritime-terrestrial zone as a whole, the continental part and that also includes citizen participation as well as sharing clear information on environmental viability. Who certifies the quality of the data to make modifications? They regret that there are no biologists or urban planners involved in the process.<\/p>\n\n\n\n
It directly points to failures by the C\u00f3bano District Council in terms of controls and supervision of construction works and changes in land use and lack of controls in the face of obvious abuses in the Maritime-Terrestrial Zone.<\/p>\n\n\n\n
Public Force (Fuerza P\u00fablica) explains that there is an environment of impunity that means that many victims do not file complaints and that sometimes reports are even made among the associations but they do not reach the institutions, which means that the statistics do not reflect reality. Mr. Allan Obando is optimistic and announces the assignment of more troops to the area during 2024 and the construction of new delegations in C\u00f3bano and Santa Teresa.<\/p>\n\n\n\n
The possible solutions proposed include investing in infrastructure, more positions for officials, mapping and declaration of forested areas in a precautionary manner, reforestation, allocating budget to associations, having private contributions, offering higher education in the area, appealing to the social responsibility of companies, training in regenerative tourism and greater control and oversight of non-compliance.<\/p>\n\n\n\n
After the presentation of the associations, the deputies went to have lunch at The Bakery, a point from which they could observe some of the situations explained in the presentation. Afterwards, together with the Public Force and the representatives of the associations, they went to see some important places in the community:<\/p>\n\n\n\n
-Quebrada Danta (Danta Stream): one of the most contaminated.<\/p>\n\n\n\n
-Santa Teresa Community Hall: the deputies could see how the roof of the premises, managed by the Municipalty, collapsed due to the total lack of maintenance and care. The ADI MP-ST reported that it has been working on the community hall administration project for four years, but in order to do so they need the Municipality of C\u00f3bano to publish the transfer regulations.<\/p>\n\n\n\n
-El Pe\u00f1\u00f3n Trail: this is a trail that was erased and abandoned and that the community has recovered. The existence of public areas of the beach or access that are invaded by private properties and businesses was explained to the deputies, at which they were very surprised.<\/p>\n\n\n\n
-Playa Hermosa and Manzanillo: at these points the deputies were explained that the wetland of the northern parking lot of Hermosa is being threatened by a restaurant construction project, that the coastal street from Hermosa to Manzanillo runs through State Natural Heritage and that the recently paved street of Manzanillo is located in the inalienable zone of the coast.<\/p>\n\n\n\n
After the tour, in the evening, a last meeting was held, which was also attended by Ana Cristina Quir\u00f3s, Maritime-Land Zone Coordinator, representing the Mayor’s Office since Mayor Favio L\u00f3pez could not attend.<\/p>\n\n\n\n
Representative Carolina Delgado summarized in three points what had caught her attention the most:<\/p>\n\n\n\n

- Security issues.<\/li>\n\n\n\n
- She is concerned that there is urban development without planning and without services and infrastructure. She highlighted her surprise at the patches of asphalt and the absence of sewers and sidewalks.<\/li>\n\n\n\n
- There are regulatory plans that do not have the necessary social and environmental analysis.<\/li>\n<\/ol>\n\n\n\n
She mentioned that it seems that the Municipality is oblivious to the problems and that this affects the development of the community.<\/p>\n\n\n\n
Deputy Segura, for his part, defends that development must be sustainable and points to the importance of the cantonship in C\u00f3bano.<\/p>\n\n\n\n
Deputy Vargas believes it is important to prioritize and for the community to be aware of how the decision-making processes work as well as the leaders need to be aware of what is happening, to see reality. Points out the urgency of promoting actions with the Santa Teresa Community Hall.<\/p>\n\n\n\n
The three deputies agree on how important the existence of ACOT is and propose the creation of an action plan and pressure for its implementation.<\/p>\n\n\n\n
In her brief intervention, Mrs. Ana Cristina Quir\u00f3s praises the action and organization of the community associations and explains that because they depend on Puntarenas, there is a budget limitation that prevents them from executing correctly. It defends socially, economically and environmentally sustainable development while being willing to create a working group that will last in the face of a possible change of government.<\/p>\n\n\n\n
At the end of the day, the associations are hopeful but knowing that there is a lot of work ahead and they really hope that this visit has served to make the realities experienced here and in many coastal areas of the country visible in the GAM and in the central government offices and translate into solutions.<\/p>\n\n\n\n
