El pasado viernes 17 de noviembre, se celebr\u00f3 el 60 aniversario de La Reserva Natural Absoluta Cabo Blanco en un evento donde se reunieron los principales actores en materia ambiental de la zona y tambi\u00e9n a nivel nacional, con la visita del Ministro de Ambiente Don Franz Tattenbach Capra. <\/p>\n\n\n\n

La Reserva de Cabo Blanco fue fundada por Nicolas Wessberg y Karen Mogensen en 1963 y supuso un acto pionero, siendo el primer \u00e1rea protegida del pa\u00eds y sentando los cimientos del Sistema Nacional de \u00c1reas de Conservaci\u00f3n (SINAC) que distingue a Costa Rica como referente en conservaci\u00f3n.\u00a0<\/p>\n<\/div>\n\n\n\n

En la mesa, presidiendo el acto, se sentaron Don Nelson Mar\u00edn, director del \u00c1rea de Conservaci\u00f3n Tempisque, Don Nelson Espinosa, director de La Reserva, Don David Chavarr\u00eda, jefe de SINAC y Don Franz Tattenbach, Ministro de Ambiente y Energ\u00eda. Todos intervinieron para agradecer el esfuerzo de todos los presentes en materia de conservaci\u00f3n y en su turno el Ministro resalt\u00f3 todos los logros de Costa Rica en materia ambiental y la simbiosis entre turismo y conservaci\u00f3n que se logr\u00f3, pero tambi\u00e9n habl\u00f3 de los retos que se enfrentan y se detuvo concretamente en uno de los aspectos que m\u00e1s presionan a Cabo Blanco: el desarrollo urban\u00edstico. <\/p>\n\n\n

Ante la inquietud de la comunidad por la falta de funcionarios de SINAC afirm\u00f3 que ya se ha aprobado un presupuesto para aumentar en 100 el n\u00famero de plazas de este ente a nivel nacional, algunos de los cuales se destinar\u00e1n a C\u00f3bano de manera permanente y algunos de manera temporal. Adem\u00e1s se trabaja para dotar a estos funcionarios de autoridad policial y as\u00ed solventar ciertas limitaciones que tienen y se trabajar\u00e1 en que el sistema de SITADA (Sistema Integrado de Atenci\u00f3n y Tr\u00e1mite de Denuncias Ambientales) sea m\u00e1s efectivo y transparente para los usuarios. <\/p>\n\n\n\n

Por otro lado y ante la preocupaci\u00f3n de la asociaci\u00f3n local Somos Congos, Don Franz Tattenbach anunci\u00f3 que pronto habr\u00e1 un decreto que obligue a las electrificadoras del pa\u00eds a tomar medidas en pro de la biodiversidad como puede ser el aislamiento de transformadores y cables el\u00e9ctricos. Tambi\u00e9n se mostr\u00f3 abierto a la posibilidad de incluir m\u00e1s especies de \u00e1rboles con importancia ecosist\u00e9mica en la lista de \u00e1rboles protegidos. En esta lista, actualizada por \u00faltima vez en los a\u00f1os 90, solo figuran 19 especies inclu\u00eddas por su car\u00e1cter maderable lo cual vulnerabiliza a especies de importancia para la biodiversidad pero que no son maderables como puede ser el guarumo. <\/p>\n\n\n\n

En materia de planes reguladores de Zona Mar\u00edtimo-Terrestre, el Ministro afirm\u00f3 que la inclusi\u00f3n de variables ambientales debe darse pero que por el momento el proceso es muy complicado y debe simplificarse para que realmente tengan en cuenta aspectos de biodiversidad, conectividad y se puedan poner en marcha de manera m\u00e1s r\u00e1pida. \u201cEs preferible que haya un plan regulador sin variable ambiental a que no haya debido a que la variable ambiental lo bloquea\u201d afirm\u00f3. <\/p>\n\n\n\n

La intervenci\u00f3n tambi\u00e9n incluy\u00f3 temas como uso de agroqu\u00edmicos, transici\u00f3n energ\u00e9tica, sostenibilidad de los paisajes agropecuarios y al final, miembros de diferentes organizaciones pudieron trasladar sus inquietudes directamente a los miembros de la mesa. <\/p>\n\n\n\n

Despu\u00e9s Pete Bethune, capit\u00e1n de Earth Race subi\u00f3 al escenario donde se firm\u00f3 una carta de intenci\u00f3n junto con MINAE y SINAC. Esta organizaci\u00f3n sin fines de lucro facilita la vigilancia de diversas zonas costeras alrededor del mundo y esta carta sienta las bases para una colaboraci\u00f3n m\u00e1s estrecha con Costa Rica. <\/p>\n\n\n\n

El evento tambi\u00e9n cont\u00f3 con emotivos momentos como la entrega de reconocimientos a personalidades con gran implicaci\u00f3n en el \u00e9xito de La Reserva como son sus primeros guardaparques, bi\u00f3logos y funcionarios que dedicaron parte de su vida a que el ejemplo de conservaci\u00f3n de Costa Rica fuera una realidad. <\/p>\n\n\n\n

Hubo una actuaci\u00f3n de baile a cargo del Grupo Folcl\u00f3rico Cabo Blanco y el d\u00fao musical Acuarela interpret\u00f3 varias canciones y cant\u00f3 el cumplea\u00f1os feliz. Adem\u00e1s, Patricia Slump, presidenta de la Asociaci\u00f3n Ecol\u00f3gica Paquera, Lepanto, C\u00f3bano (ASEPALECO) hizo una rese\u00f1a del libro \u201cMensajeros del Futuro\u201d (de la autora Lola Pereira) que narra la historia del activismo de los fundadores de Cabo Blanco con la voz de Karen Mogensen, a la que pudo conocer personalmente.<\/p>\n<\/div>\n\n\n\n

Ophelia Smith, instructora de buceo afincada en la zona desde hace a\u00f1os, explic\u00f3 en un conmovedor discurso c\u00f3mo naci\u00f3 la recaudaci\u00f3n de fondos que permitir\u00e1 la donaci\u00f3n de un tractor para mover la lancha de vigilancia de La Reserva, clave para la protecci\u00f3n del \u00c1rea Marina de Manejo de Cabo Blanco. Este \u00e1rea marina de m\u00e1s de ochenta mil hect\u00e1reas es de una importancia ecosist\u00e9mica impresionante, comparable a la de la Isla del Coco. <\/p>\n\n\n\n

La jornada finaliz\u00f3 con un almuerzo donde los asistentes compartieron sus experiencias y comentaron esperanzados lo expuesto durante las diferentes intervenciones. Sin duda un d\u00eda de celebraci\u00f3n por Cabo Blanco que nos hace tener muy presente lo importante que es cuidar y velar por La Reserva.<\/p>\n\n\n\n

Environmental personalities met on the 60th anniversary of Cabo Blanco<\/strong><\/p>\n\n\n\n

Last Friday, November 17, the 60th anniversary of the Cabo Blanco Absolute Natural Reserve was celebrated in an event where the main actors in environmental matters in the area and also at the national level met, with the visit of the Minister of the Environment Mr. Franz Tattenbach Capra.<\/p>\n\n\n\n

The Cabo Blanco Reserve was founded by Nicol\u00e1s Wessberg and Karen Mogensen in 1963 and was a pioneering act, being the first protected area in the country and laying the foundations of the National System of Conservation Areas (SINAC) that distinguishes Costa Rica as a reference in conservation.<\/p>\n\n\n\n

At the table, presiding over the event, sat Mr. Nelson Mar\u00edn, director of the Tempisque Conservation Area, Mr. Nelson Espinosa, director of The Reserve, Mr. David Chavarr\u00eda, head of SINAC and Mr. Franz Tattenbach, Minister of Environment and Energy. Everyone intervened to thank the efforts of all those present in terms of conservation and in his turn, the Minister highlighted all the environmental winnings of Costa Rica and the symbiosis between tourism and conservation that was achieved, but also spoke of the challenges faced and specifically focused on one of the aspects that puts the most pressure on Cabo Blanco: urban development. <\/p>\n\n\n\n

Given the community’s concern about the lack of SINAC officials he stated that a budget has already been approved to increase the number of positions of this entity at the national level by 100, some of which will be allocated to C\u00f3bano permanently and some temporarily. In addition, work is being done to provide these officials with police authority and thus solve certain limitations they have and work will be done to make the SITADA system (Integrated System for Attention and Processing of Environmental Complaints) more effective and transparent for users.<\/p>\n\n\n\n

On the other hand, and given the concern of the local association Somos Congos, Mr. Franz Tattenbach announced that there will soon be a decree that forces the country’s electrification companies to take measures in favor of biodiversity, such as the insulation of transformers and electric cables. He was also open to the possibility of including more tree species with ecosystem importance in the list of protected trees. In this list, last updated in the 90s, there are only 19 species included due to their timber nature, which makes vulnerable species that are important for biodiversity but that are not timber, such as guarumo.<\/p>\n\n\n\n

Regarding regulatory plans for the Maritime-Terrestrial Zone, the Minister stated that the inclusion of environmental variables must occur but that at the moment the process is very complicated and must be simplified so that they really take into account aspects of biodiversity, connectivity and can be implemented up and running more quickly. \u201cIt is preferable that there be a regulatory plan without an environmental variable than not having one because the environmental variable blocks it\u201d he stated.<\/p>\n\n\n\n

The intervention also included topics such as the use of agrochemicals, energy transition, sustainability of agricultural landscapes and at the end, members of different organizations were able to convey their concerns directly to the members of the table.<\/p>\n\n\n\n

Then Pete Bethune, captain of Earth Race, took the stage where a letter of intent was signed along with MINAE and SINAC. This non-profit organization facilitates monitoring of various coastal areas around the world and this letter lays the foundation for closer collaboration with Costa Rica.<\/p>\n\n\n\n

The event also featured emotional moments such as the presentation of recognition to personalities with great involvement in the success of The Reserve, such as its first park rangers, biologists and officials who dedicated part of their lives to making Costa Rica’s example of conservation a reality. .<\/p>\n\n\n\n

There was a dance performance by the Cabo Blanco Folkloric Group, and the musical duo Acuarela performed several songs and sang happy birthday too. In addition, Patricia Slump, president of the Paquera, Lepanto, C\u00f3bano Ecological Association (ASEPALECO) reviewed the book \u201cSouls of Cabo Blanco\u201d (by author Lola Pereira) which tells the story of the activism of the founders of Cabo Blanco with the voice of Karen Mogensen, whom she was able to meet personally.<\/p>\n\n\n\n

Ophelia Smith, a diving instructor who has lived in the area for years, explained in a moving speech how the fundraiser that will allow the donation of a tractor to move the La Reserva surveillance boat was born. This project will be key to the protection of the Marine Area of Management of Cabo Blanco. This marine area of \u200b\u200bmore than eighty thousand hectares is of impressive ecosystem importance, comparable to that of Cocos Island.<\/p>\n\n\n\n

The day ended with a lunch where attendees shared their experiences and commented hopeful on what was presented during the different interventions. Without a doubt, a day of celebration for Cabo Blanco that makes us keep in mind how important it is to care for and watch over La Reserva.<\/p>\n\n\n\n
